Lalsawta said that he had presented and obtained the first vote-on-account during the last session in March for expenditure requirements of the first four months of the current fiscal (April-July) as the Planning Commission was yet to allocate the state annual plan outlay for 2014-15.
He said that due to recent formation of the new government at the Centre, the finalization of the annual plan was likely to take some more time and was compelled to seek another vote-on-account for four months from August to November 2014.
"The regular budget would be laid for seeking the approval of this august House as and when the Plan size for 2014-2015 is determined by the Central government," he added.
